Swachha Bharat Abhiyan- tokenism or real movement?

Swachha Bharat Abhiyan is a buzzword now a days. At every government establishment, you can see posters and slogans, at Radio and TV, lot of advertisement of this and lot of discussions all over media and country. Today's TOI survey reported that this initiative is most liked by respondents.

Yet, In my mind, I am not convinced that this is great movement. Some questions, I am surprised, are not being asked by anybody. Let me list out them:

(1) Why there is no discussion on cause of dirty India?

(2) Why governments (central and states) are not taking people on task, who are actually supposed to keep India clean? ( Nagar Nigam, Nagar Parishad, Panchayats etc)

(3) Why no focus on fundamental thing we are lacking- policy on dumping and treating all kind of waste?

And there are many such obvious questions............

Our local bodies (municipalities and panchayats) are entrusted with task of keeping our villages and town clean and lot of funds being allocated every year for same. Most of these funds are going in drain due to corruption. If these funds will start getting utilised properly, half of our problems with respect to cleanliness get solved automatically.

Its good that Prime Minister himself has taken initiative and nominated many big people to carry forward, but in the first place, why PM has to take broom to clean city, which is capital of India with local bodies, divided into wards, with their corporators and MLAs, supported by MPs? Shouldn't corporator of ward be responsible for keeping his/her ward clean?

PM has cleaned ghats of Ganga also. Shouldn't Nagar Nigam of Varanasi and state government responsible for keeping them clean? Isn't it responsibility of Public health department to keep minimum hygeine level in towns?

I am sure there is lot of funds for local bodies as well for public health. PM should clean these departments of corruption first, that will be real milestone towards Swachha Bharat Abhiyan.

This is my views that instead of tokenism, we should go in root cause and prevent dirtiness rather than focus on cleaning.

Of course, public also need awareness about keeping our surrounding clean and that should be complimented by effective wastage dumping and treatment policy but first thing first, to make our system corruption free and more responsible.
